McCoy's View:

A lady who will eventually come up with a reasonable service, but who takes so much time and wastes so much of your time in the process, that you will probably never want to see her again, which is a pity, since Chloe would appear to be a very friendly and charming young lady, but when it comes to time-wasting, she is in a league of her own and she is simply more trouble than she is worth. One regrettably, since her actual service is fine, to avoid.
